Under what setting is the button to stop the voice key touch pad? also, the screen seems to be frozen

Here are two things to try:
I- Using the Power button:
1 Press and hold the Power button for at least 4 seconds.
2 Swipe-down the shutdown confirmation screen to the bottom
edge of the display to turn off the tablet.
Using Charms:
1 Swipe-in from the right edge of the display to access Charms.
2 Touch Settings

Press the Power button to turn off the screen.
Using Charms:
1 Swipe-in from the right edge of the display to access Charms.
2 Touch Settings
NOTE: If your tablet is in a standby state (tablet is on, but screen is off), press the Power button or Windows button once to turn on the screen.

II- Unplug the battery, wait 30 seconds, then install the battery again.

Have you held the reset botton till it shuts of and when comes back on let go. If that don't do it plug it in to pc and reset it like that, or run an update.

Can you explain how it's frozen? Sometimes it needs a specific (unfreeze) code but usually it's related to improperly flashed custom ROMs therefore most likely you need just restore factory settings to revive it from the glitch.

It sounds like you have enabled Accessibility options. You can turn them off by

• tapping your settings app
• selecting Accessibility
• Touch VoiceOver
• slide the green slider to Off
• close the Settings app by double-clicking the Home key

In Accessibility, you may also wish to turn on the Reduce Motion setting.

turn it off then restart

Seems like the digitizer isn't working anymore u may wanna get ur tablet examined but to quickly turn off some tablets is to press and hold the power key till it shuts off and not lock the screen

Hold the button on the back edge near the back camera lense for about ten seconds.

Go to settings.
Language and input.
Keyboard and input methods.
If google keyboard is your default, tap on the settings image.
Under General, there is an option called "Sound on keypress".
If checked, un check it and the sound will disappear.....

I think You have voice over feature turned on.
Open settings, than open general, than open accessibility than turn off Voice over.
