Do you know how to do electrical trouble shooting ?
First check the fuse isn't burned out. Fuse box most likely below driver or passenger dashboard console. (Check your auto Manual for fuse box locations & details where to find the horn fuse on your model).
If fuse is intact, open hood and trace wires leading to horn speaker (usually near headlight, behind grill). Use voltmeter or a simple circuit tester if the leads are getting current to the snail horn device.

3. If electrical current is absent when driver presses horn pad @steering wheel, it could be simply lose or dirty contacts. Otherwise if replacing the "snail" horn doesn't solve, Steering pad sensor may have been damaged or bent out of shape by force.
If you know you hit the horn too hard, then pad inspection is your first step. BEWARE: Most autos steering wheels have AIR BAGS with very delicate sensors. Replacing an airbag starts at $1000.
You have all the informations to find your problem. jump a wire on connector X4 G1 tan wire to ground and check X1 E5 with a test light or multimeter to see if there is a output, you should have 12 volts. If you dont have any voltage the horn relay is defective. I check in the shop manual and the relay come with the underhood fuse block.
I believe it is the fourth relay from the left passenger side in the engine compartment against the firewall. I am assuming your horn intermittently goes off by itself. It's a interior heat related issue. The horn pad cover on the steering wheel has a membrane layer. It's basically a switch that has one wire that goes to the horn relay to activate the horn. The Buick GM logo embossed on this plastic cover is where I found it most sensitive to any light touch. Unhook the battery. If you carefully cut the right edge of the the steering wheel horn pad and carefully pry it out a little, it will fix this issue and still be able to use the horn. It's another GM defect. disconnect the negative batery terminal be fore you mess with the horn. the cover should come off easily and you will the wire for the horn on my car the wire is green
I don't have a diagram, but if I understand what you're saying, there is a copper ring at the top of the steering column, visible before you install the steering wheel. The copper pin is connected to the horn button. The intent being that when you press the horn button, it completes the ground from the steering wheel through the horn button, through the pin, to the copper ring.
If this is correct, there should be no contact between the steering wheel and the copper ring other than the pin. Check to see if there may have been a spacer (washer, etc) below the steering wheel on the steering shaft that holds it just far enough away from the copper ring so that only the copper pin makes contact.
LOOK UNDER THE LOWER AIR DEFLECTOR FROM BELOW THE RADIATOR. IF YOU HOT WIRE CAR HORN AND IT WORKS.YOU HAVE TO REPLACE THE WHOLE AIRBAG IN STEERING WITH HORN CONTROL BUTTONS.YOU NEED TO DISABLE AIRBAG IN STEERING WHEEL WHEN REPLACING AIRBAG AND HORN CONTROL BUTTON PAD.JUST TURN OFF RADIO FIRST, THEN DISCONNECT REMOVE THE NEGATIVE BATTERY CABLE.WAIT 20 MINUTES BEFORE WORKING ON AIRBAG AND HORN PAD IN THE STEERING WHEEL.
I have or should say had same issue on 1996 cirrus quick fix just remove the HORN RELAY located on the left side of dash relay only controls horn. To really solve the issue at hand you must replace the clock spring on the steering wheel dis-arm air bag before messing with steering wheel to avoid activation of air bag disconnect battery for 10 min then its safe to fiddle with steering wheel safely.
