Remove the air cleaner to get to top to carb and throttle linkage. With eye protection, observe while holding the choke open, to see if fuel sprays into the intake when you move the throttle. If no fuel is seen, then you have a fuel pump or filter malfunction. If fuel is seen, then check for proper choke operation. Do/does the choke butterflies, or butterfly close when you open the the throttle. This needs to happen when the engine is cold.
Fuel filter or fuel pump comes to mind.
