Desktop or laptop?
Most laptops will support an external monitor in addition to the main monitor.
Many desktop video cards support two monitors. What is the make and model.
An easy way to add additional monitors to any modern computer is to a USB based video interface.

Did you install an aftermarket video card? If not, generally you can change setting from your desktop. Right clikc on desktop, select Personalize or properties (depends on version of Windows). From there select display settings and select you monitor. Otherwise try holding down the control button while pressing the F8 key.
That means that the input from the monitor has no read able signal
Either the monitor is bad or the onboard or video card
Take the monitor and hook it up to a different PC to see if it works or hook a different monitor into that PC, that will ID which problem you have
It sounds as if you are missing the power cord for the monitor. If the cord did not come with your monitor/PC, you can pick one up at any Radio Shack or electronics store. If you could forward me your eMachine model number as well as the monitor model number, I will see if I can better solve this for you without you having to spend anymore money.
