turn off water to toilet,get a new wax ring,unbolt toilet,lift toilet off floor,scrape wax off floor and under toilet put down ring wax side up,set toilet,kneel on toilet not wobbling,put bolts back on,turn on water,if it sounds to hard,it is,call a plumber follow rays answer
what brand and type, if it's just a standard toilet, shut the water off first, then flush the toilet to empty the tank, then take a small plastic cup and empty the rest of the water from the toilet. disconnect the water supply tube from the bottom of the toilet tank. next remove the two nuts securing the toilet to the floor and lift it off the flange being careful not crack it. remember to cover the pipe in the floor so it doesn't stink up the hose and always install a new wax ring when reinstalling the toilet.
Your sewer vent may be clogged, or if you are in the northern climates, frosted shut. When you flush the toilet the water displaces the air in the drain piping. The vent gives the air somewhere to go. If the vent is plugged the dispaced air forces it's way out through the path of least resistance( the lower toilet in this case).Pour some hot water down the vent where it comes through the roof to thaw it out.or run a snake down the vent. Shut off water to tank and drain tank by flushing , then use a sponge to soak up any left. Disconnect water line, then 2 of 1/2" nuts at base of toilet ( floor ) . Lift toilet off, clean old wax off toilet and flange at floor, and install new wax gasket. Set toilet down straight and aligned with gasket and flange as well as studs. Make sure toilet is all way down on new wax gasket ( sit on it and move around a bit until toilet feels steady on floor ) then put nuts washers etc back on and snug it up. Don't tighten too much and snap base, just good and snug.
See if nuts on studs on bottom where it mounts to the floor & flange are loose. If they are loose tighten both of them evenly. If they are tight you will need to replace wax ring that is between toilet & floor.Turn off shutoff water valve to toilet. Flush once holding down handle to let tank drain. Remove both nuts & lift toilet off flange. Remove wax ring. Scrape all old wax off toilet & floor flange. Install new wax ring. Set down toilet on ring & snug nuts evenly. Sit on seat & apply your weight evenly to distribute wax & level. Retighten nuts. Turn water back on. Allow tank to refill. Flush toilet & check for leaks.

If you're finding puddles of water in front of the bowl ON THE FLOOR, then most likely your wax seal is leaking between the floor and the drain piping. You will have to disconnect toilet, remove water from toilet, remove toilet from floor. There is one other possibility, but not likely If it is just a small amout of water, it could be condensation. If your water source is cold (like well water in summer time) and it is hot and humid in your house sometimes toilet tanks sweat.
first shut off water and then flush the john. this will remove most of the water. for water remaining in tank us a sponge or similar to remove remaining water. find where toilet bolts to floor and remove these bolts or nuts. then pick whole toilet from floor, there should be a wax ring under toilet, replace wax ring when putting back in. when putting back in just push down on toilet to squish wax ring and bolt to floor, turn on water and check for leaks. good luck
The tank holding the proper amount of water is a good sign. The inside of the stool is like the GOOSE NECK under you sink. It always holds water. This may sound like a bit of a hassle to do but if all 3 toilets are identical, here is what you can try if you are a bit handy. Go to the hardware store and purchase 4 toilet wax rings with a plastic flange and a few sets of toilet floor flange bolts(they are cheap and you can always return if not used, as It is better to have xtra parts on hand). Turn off the water supply to the "Mystery Toilet". Leave the tank and everything connected to the stool. Flush the toilet and remove all excess water from the tank and bowl. This can be done with a shop vac, sponge or towel. Disconnect the water supply to the tank. Remove the bolts holding the stool to the floor and carefully remove toilet. Scrap off all the old wax from the floor flange and bottom of stool. Now go and repeat this proceedure to one of the toilets that is working properly. In other words Switch the "Mystery Toilet" with a "Working Toilet" and see how they react. If the working toilet does it in the same bathroom and the "Mystery Toilet" does not do it in the other bathroom then you probably have a VENTING PROBLEM. If the "Mysery Toilet" Does it in the other bathroom then you most likely have a Defective Toilet. This Job is best done by 2 people, as it can sometimes be challenging to center the new wax ring on the toilet flange. Reconnect to the floor and reconnect water supply to the tanks. DO NOT OVERTIGHTEN BOLTS to the floor flange as you may crack the toilet. All drain lines must be vented properly for water to flow. If you are curious check out drain venting on the internet. Also, sometimes a vent can become obstructed with debris, ice, bird nest, etc.. I would 1st check the vent on the roof visually and then have someone flush and listen.
