Most people use Theodolites to throw lines. Few are used for the surveying the old way, any more. They actually do it better then transits and "line transfer units", due to higher percision machining to the parts and the fact that the moving parts are sealed.

It entirely depends on what screw. A picture of the screw and placement would help. However as a rule of thumb, compensator screws are vital to the accuracy of a high precision peice of equipment, and any movement of thoes screws would be cause for getting it serviced.
