You need to replace the crankshaft sensor, it's mounted behind the
engine at the top of the bell housing on the drivers side. It is a pain
to do, but a very common problem.

The crankshaft position sensor located @ 11:00 on the rim of the bell housing from the driver position. seems to be a very common problem on the Cherokee. They cost between $70 and $80. or $250 installed.

When the crank rotates it read off the location or position and knows "I need to fire on this stroke, but if the sensor don't pick it up, it has no idea and therefore will only turn over. 1996 jeep grand chrokee turns over will not start, replaced cam shaft censor and ECM, and coil. distibuter cap looks bad has some white dust inside and contacts burnt. could it be that?

If you did not replace the CRANK sensor on the back side of the motor this most likely is the problem and a very common one at that.this controls spark and injector pulse, unlike the cam sensor which just shows when #1 cilyder is up.
