Hi again.
You are not going to be able to recover the system without the CD as there is no recovery partition for that model Dell machine.
You can purchase a recovery disk at minimal cost to yourself from here>>>>>>

The only way you can roll back your operating system w/out a CD is acroos a network, obtain another copy of home premium from a P2P connection or other source. If still under warranty, you can write\call the manufacturer and perhaps they will send you a copy. Another possibility is if you were running a dual boot, you can remve the references to vista ultimate from your bootini file. If you did not have a dual boot, then your only option is to obtain another copy of home premium, you cannot roll back to a previous OS

You *DO* have a "boot-disk".

Put the original Microsoft Vista Home Premium DVD-ROM into your drive, and tell the computer to boot from the CD/DVD drive.

If you have the windows vista disk, you can reinstall windows to restore it to the original state.

Windows vista to windows xp

OK. Hi, You can actually keep upgrade but you have to buy a license from Microsoft.

When you are asked to register you can option to call 800 phone number & explain that you want a license for a second computer. They can issue a new key to activate your upgrade.

Must reboot to connect to internet

It Happens sometime because Machine does not pass information properly so we need to restart our system to reset all settings again.
and Vista still has many bugs on it so these cases are normal until next version release.
