Is the car still in gear? If it is, then it will not start till you put the car in park. I've done this before and the same thing happened, had radio, lights etc...till I put car in gear and it started. Check the gear selector, if it's not in park, then put it in park and try to start. Hope that helps.

How old is the battery. This is the most likey cause. if you have a charger put it on the battery for a quick charge. Then try to start car. if this works replace battery.

SOURCE: car engine will not crank

on the starter there is a big battery cable and a small signal. wire connect a test light to the signal wire and try to crank the engine. if the light comes on then you will need a starter. be sure you have good connections first good luck.bye the way the light should only be on when you hold the key in crank pos.if the light is on all the time you are on the wrong wire.

Dead batteries have enough power to turn on the lights you mentioned but under load (cranking ) there will be nothing. have a load test done on the battery to check for failing cell

97 dodge neon will not start, once in a while

Do you have sufficient power to the vehicle? Do the lights work and radio? If not your battery is low, if yes than your starter solenoid may have failed. Since there is absolutely nothing, I take it you hear no cranking or igniting. correct?

2002 Dodge Neon wont start

Check the battery connections. If they are dirty, corroded, the lights will work, but there won't be enough connection to crank. Also, if the battery is getting old, it could be going out as well.
Clean the battery terminals with a batt terminal brush- also clean the cable ends.
Charge or jump start your car and run for a while.
