I thought it was the filter but couldn't find one. Model 16 years old.
It doesn't matter if a whirlpool or any other brand is new or not, if you don't use an inlet water filter the water will taste like **** and sediment will deposit and cause catastrophic ice maker and water dispenser failure.
Where is the water filter located?
I second Robert Sanko's suggestion to check the relays behind the cardboard on the low, back of your fridge. The relays (2 in one part) one for the icemaker and one for the water dispenser, vary widely in price depending on who you purchase from. At 16 years, if never replaced, these are much more suspect than a clog in the flow distribution path.

Actually, current Whirlpool refrigerators don't need a filter to dispense. I'm not really sure about old ones.
Have you disconnected the water tube that is behind of the refrigerator to see if there's water there? this could tell us if the problem is the water valve. Mount a water valve is pretty easy, you only need to be careful when you disconnect it because you can wet the floor.
But we really need to check if the problem is the valve. In case that you need one, this is the part number of the valve an a place where you can get it->

Just please, before buy any parts check if there's water inside the water tube that is behind the refrigerator. If there's water that means that the valve may be not the problem and then we check for voltage in the valve. The lack of voltage in the terminals of the valve could mean that the main board is not working properly or the problem is the ice maker that is not asking for water. Maybe we can solve the problem, but please check the tips that I told you before that.
Sounds like the water relay located in the rear bottom of the fridge, pretty inexpensive to replace, also pretty easy to troubleshoot provided your handy with multimeters.
