The selector lever doesnt work on my bernina 1030 it will only sew straight and ziz zag stitch can it be fixed

Yes, most likely the mechanics are seized due to old oil that has dried. I have a 930 that I frequently clean & lube thoroughly to keep it running smoothly. The only thing is to stay away from the basting stitch mechanism (sorry, can't remember if your machine has it) located in the middle of the needlebar directly behind the take-up lever. Once you give your machine a good lube, you'll be amazed at how quietly and smoothly it runs.

Wheel on right side that controls the needle up and down is very tight...

Here's a Service Manual for your machine:

Only a caveat, but is generally recommended to NOT use compressed air to clean sewing machines. Frequently, it pushes the lint and dust further into the machine so a technician will have to clean it.

What is the current value of a Bernina 1030 in good condition

Difficult to say as there is a lot that goes into valuation, ie accessories/user manual included, number of stitches logged, physical condition, operating condition, where is it located...

Check eBay for current or recent posts. You can also join Yahoo's group "BerninaThirtySomethings" to get any additional information.

Bernina 1030 needle not moving up or down

I believe the 1030 has a basting stitch, similar to the 930 Record. If the basting stitch is not run regularly, it may lock up the machine requiring a technician's expertise to get it working again.

My bernina 1030 won't feed material

Make sure the feed dogs are in the raised position and that the presser foot has been lowered before beginning to stitch.
