If you mean the screw in the center that is upside down, it is for either mounting a camera upside down or adding a weight to stabilize the tripod.

SOURCE: How to Unscrew SLIK tripod head from the rest of tripod?

Below the tripod head you will see what looks like a "sandwich" of two chromed pieces of metal.  The lower one is the top of the tripod's center column.  The upper one is the bottom of the tripod head. Using wrenches or other tools, unscrew the upper one counterclockwise to separate it from the lower one. There is a 1/4" threaded stud which holds them together.
If you plan on replacing the head with a pro head like a Manfrotto, you will need a reducing bushing.  Most heads expect a 3/8" stud, and this tripod's thread is a standard 1/4" stud. The adapters are available through Wolf, Adorama, B&H, and the like.

SOURCE: HOw to reverse Tripod reversible 3/8" - 1/4" screw

Hi there, welcome to FixYa.

That screw is just screwed into the top plate. Just unscrew it. If it's really difficult, you can use a pair of pliers to hold the screw, then turn the pliers. - Make sure you don't damage the threads that screw into the camera. You can help prevent this by using a cloth like a t-shirt. The cloth will help prevent damage incase you have to grip it hard. Just remember to be carefull.

Thanks for coming to FixYa.

SOURCE: Missing munting post for SLIK U212 Tripod?

Hope you figured it out by now, but I just purchased a used SLIK U212 and was having some difficulty with the quick release. In the picture, it appears that your quick release is upside down in the hole. Release the tab and turn your tripod over to dump out the quick release mount.

Missing Tripod parts

Without knowing the brand of tripod i cannot help. There are some brands of tripods that are made for the retailer and the name is licensed, so the name brand does not support or stock repair parts. Especially if the tripod is an inexpensive one. Because of the model and make of you tripod, I would recommend you throw it out and buy another one. In my opinion Slik and Manfrotto are two very good ones. Slik for the lesser expensive and Manfrotto for the more durable, expensive, parts are almost always available unless is it really old tripod. Find some Manfrotto tripods at: www.BogenTripodParts.com

Attachment at base of camera - SLIK 88M

The standard tripod screw mount is 1/4"-20tpi. 1/4"-20 UNC will also work. You should be able to find such bolts at your local hardware store.
