Compressor is running constantly and when thermostat is turned up the fan inside freezing compartment making a noise
SOURCE: refrigerator doesnt get cold enough
If you remove the back panel on the inside of the cabinet then you would be able to check the evaporator coil (cold bit) and see if it is frozen up. If it is then defrost the system and see if you have any improvement. All the things you have pointed out over the compressor is normal, they do run incredibly hot. If you have got the freezer on a very cold setting I would suggest bringing both setpoints to a mid range setting. Check the temp in the fridge by measuring liquid temp as air temp is prone to fluctuate more. If you still have a concern I would suggest contacting a fridge guy to assist you. Hope this is of some if not limited help.

could be the fan - take back panel off and check it runs. could also be the compressor shutting down on overheat after running a while

That leaves only one possible fault; the volatile component of your coolant/lubricant has escaped.
If the unit has been moved or cleaned carelessly, one of the coolant- bearing tubes has developed a leak.
Any refrigeration tech will have a leak detector in his tool set so it shouldn't be difficult to find.
Depending on the area in which you live, expect the troubleshooting and recharging to run ~$150-$250 US.
If you reside in the US, check your local (area) Better Business Bureau for a trustworthy service company.

CHECK THE CONDENSER COILS UNDER THE UNIT. THEY PROBABLY ARE DIRTY AND CANT REJECT THE HEAT.
