Cover not sealed would that make polot keep going out

General causes for pilot going out: downward draft of air from outdoors, back-venting of furnace into water heater vent, bad thermocouple, or burner parts need cleaning, or bad gas control valve, or air in gas line.
Water heater in attic: hot attic conditions stop natural flow of vent gas upward.

Check venting by lighting a match under the vent hood and see if smoke drafts immediately upward.

My heater is not getting hot i can not tell if their is a pilot light or a reset button i don know what to do with the heater it is very different how can i heat my water heater

Reliance makes gas and electric water heaters.
http://www.reliancewaterheaters.com/

Best way to start is to look at label on side of tank.
Label has serial number, model number, plus it will say if heater is gas or electric.
Reliance water heater age is shown in serial number: first digit is letter, second two digits are numbers: for example numbers 02 would be the year 2002.
If water heater is 8-12 years old, it might be time to consider new tank.

Gas water heater has 3 inch metal flue pipe coming out of top of tank.
Gas pilot is probably off.
Relight pilot light: Most gas water heaters today have instructions on side of tank just above gas valve that say how to relight pilot light. Instructions vary by model.
If you have gas water heater that is older, it might be easier to call a plumber.

Electric water heater has panels on front.
Open top panel and push in red reset button.
If you have electric water heater of any age, you can usually fix it yourself same day:

Our pilot light does not stay on...sometimes when temperature changes out side

The pilot light has a thermocouple that allows gas to the pilot light while the flame is burning. If flame goes out it shuts gas off to the pilot jet. It seems that your thermocouple is faulty and needs to be replaced if pilot light keeps going out as the outside air cools.

Bradford white 15 yr old power vent runs constant

pilot light will stay on if it is a standing pilot. Turn water heater aqustat down and plug back in. you probably need to clean water heater or replace it. i have drained down a couple of them and took out gas valve and cleaned and put back in worked fine. If you get me a model # i can look it up and tell you some things to try. not sure on yours if it has a different temperature control or if the gas valve is a dual control .

Cozy dual sided wall heater

There isn't much to these things, its either the pilot generator or the gas valve. Or maybe both, try the first, then the second.
