It appears you may be not priming gas to the cylinder head. The gas if it is not less than a year old may be breaking down. Sometimes with the todays additives, a wormy reaction appears. Today's gas dereates from the time you buy it from the pump. The" short cut" is a product called "SEA FOAM". If that does not work then follow this lead.
I would try to drain the entire tank flush out to the pre-gas bowl (looks like a filter) then follow flusing the system with compressed air. Visually look in the gas tank for obstructons with a flash light.
Then re-introduce fresh gasoline. Leave the pre-line off that attaches to the carbuerator off. There should be unrestricted flow almost immediately to it. Re- attach the line. Do not introduce a vacum pocket between the gas tank to the carbuerator. Prime the carbuerator. The little stuff matters. GIve it crank.
What make and model do you have here with this children's setup? Check for safety devices that may hold the starting process out, such as e-stops. That also means all electrical connections including the plugs and other components that may have been taken apart in the process.
Sounded funtionally good in the video, it should start now.
Will it start with starter fluid? If it will run with starter fluid then u need to rrebuild the carburator (yes again) sound like the needle is sticking or clogged

It seems you have gone through the process of elimination and found your own solution. That is very good mechanic work. Replacing the regulator should get your fork lift running.

Remove the plugs and see if there was an overflow. Now check the spark intensity with the plug connected. If this is low then check the coils and the LT trigger on the coil.
Make sure the spark gap is good , the plugs are clean and then check the carb for blocked jet.
