Try storing your powder in the dryer cupboard or in a warm area

It is more than likely that it is damp when it is going into the machine which means it clumps up instead of mixing with the inflow of water

Other thing to check is is there is a restriction at the back of the dispenser drawer which is not allowing the powder to flush down into the machine.

Finally , dry the dispenser slots with kitchen roll and give them a spray with a good quality furniture polish, allow it to dry for a few minutes and then buff it with a cloth, the silicone or wax in the polish should help the powder to slide

You may not have enough water entering the dishwasher and need to have the water valve replaced. Try adding a quart of water during the wash cycle to see if it makes a difference.

The obstruction can be external to the unit. Check the drain at EACH connection working backward from the sink connection all the way to the motor pump outlet hole. Do not forget to dis-assemble the Air-Gap (if installed) and to check the inside of the garbage disposal hole also.

If all of these areas are free of obstructions then there is a good possibility that the pump impeller is either very worn / broken blade or there may be damage in the pump housing itself.

I think that if you look at the external drain lines, holes, and connections you notice a big change in the dishwashers performance.
Noting that you have hard water.... I really don't like promoting products.. but when one works and works well I will pass that information along.
There is a product out there made by FINISH called Jet-Dry and it comes in a mini basket form:

Lastly.... if you need to clean up the dishwasher.. on an empty no dishes cycle add 2 cups of white vinegar when you know the cycle has just started filling NOT draining and let it wash. Then do your dishes after that cycle.

I have all the same problems as EVERYONE on line and nothing has been a solution. This is the worst dishwasher Ive ever had. Usless money with repairmen and parts. My 14yr old dishwasher even survived Katrina (dont know how) but since I replaced every other appliance I bought a new one. Big mistake with this brand. Big!
