Its probably too late to give my opinion, but here goes anyway.
I had a similar problem with my mothers scooter and it turned out to be a faulty connection on the wires leading to the motor. I simply pulled the plastic connection apart, cleaned and lubricated the contacts, refitted the connection and all was well.

I think your batteries haven`t been charged properly,or they have been left standing so the charge has leaked out.At a minimum your batteries need to be charged for 12 hrs a day for the first month if not they will not build the capacity and will dwindle and die for example it is at only 25% capacity,but looks like a fullcharge, it says it fully charged but will die
quickly this happens because it is charged to its full capacity but that is only 25% of the batteries true potential
resulting in short battery life.
Unfortunately majority of scooter batteries like this have to be newly replaced.

I have the book if you can figure a way to post you email without getting too much SPAM. Be sure the charger is un-plugged, and that the free wheel lever is engaged.

Is it the small portable scooter? The one with the base that comes apart for transporting? Could it be a bad connection where it goes back together?
If it is the portable, try disconnecting the rear drive portion from the base and re-installing it so it clicks into place.

The control seems to be the issue. I have rewired so many scooters. When you have power and it wont go, it is usually the control. If you cannot afford the part right away, you can rewire it or have it rewired direct
