I CAN 'T GET THE COOLING FAN TO WORK BY IT'S SELF

The fan can be driven by a drive belt off of the crankshaft or it can be operated electrically. Regardless of the design used, inspect the fan blades for stress and cracks.
Electric fans are also inspected for damage and looseness. If the fan fails to turn on at the proper temperature, the problem could be the temperature sensor, the fan motor, the fan control relay, the circuit wires, or the controller. To isolate the cause of the malfunction, attempt to operate the fan by bypassing the control. On a computer-controlled system, this can be done by using a scan tool to activate the fan. If the fan operates, the problem is probably in the coolant temperature sensor.
It is also possible to check fan function by jumping the fan relay to attempt operating the fan motor. If the fan operates, the relay may be the faulty component; however, additional tests will have to be performed on the control circuit of the relay.
A jumper wire can also be used to jump battery voltage directly to the cooling fan. If the fan motor fails to operate, check for proper ground connections before faulting the motor.
To direct air flow more efficiently, many manufacturers use a shroud. Proper location of the fan within the shroud should be at lease 50 percent inside the shroud. If the fan is outside the shroud, the engine may experience overheating due to hot under-hood air being drawn by the fan instead of the cooler air. If the shroud is broken, it should be repaired or replaced. Do not drive the vehicle without the shroud installed

Why are the fans so noisey

You used word FANS so seems you have two - probably one on processor and one on case. Unplug power cord, remove case cover and inspect for debris. Blow out gently with canned air if dirty. Retry. If still noisy, disconnect power cable to one fan and retry to see which one is making the noise. Then remove bad fan and take it and data on the computer make/model to a computer supply store and buy a new fan. Check that the hole pattern and power connector are the same. Take home and reinstall. Problem fixed for about $20.

Dimension 3000: [email protected]. NOISY - alway has been. Want to remove green shroud permanently, add quiet 80mm thermistor-controlled fan to CPU stock heatsink (without exciting a BIOS temp alarm), replace...

As for the green shroud, I would not recommend removing it. The computer case is designed to correctly circulate the air through the system and safely out. As for replacing the fans you can replace them with anything you like, just make sure the new fans are the same dimensions they come in szies 40, 60, 80, 92, 120, 140 and a newer 200 mm form factor so you can just measure them if you don't know the correct size. Next look at where the fans plug in, if it is a three pin plug then they fan's are kept at optimal speeds via the motherboard and bios. So they are already controlled by heat sensors / thermostat so to speak. If they are 2 pin then they just run full speed usually. For the back fan just make sure it is the right size and pin out. You can hook a 3 pin fan to a 2 pin fan plug on the board it will just run full speed all the time. For the CPU fan buy a combo fan/ sink and just make sure the sink is the same as the existing one so it will fit on the motherboard. You could probably get rid of the green shroud if you went with a really high end fan / sink for the CPU but that's up to you. For the thermal paste it is easiest to put a small blob in the center of the CPU and then use a plastic card, such as a drivers license to spread it out to cover the entire CPU, thinly and evenly. Add small amounts if you need to to cover the entire surface. Try not to have a bunch oozing out the sides although it won't really hurt if it is.

835gm powers up, but monitor power button goes amber, screen stays black and fan stays on high rpm. Had problem in past, usually solved with restart, but have had this computer in storage for awhile, now...

1. It could be bad connection of Memory, CPU, Graphic-cards etc. Try to reseat them aswell.
2. Have you tried replacing the power-unit?
3. Some BIOS es are a bit 'stupid', do you have a fairly new and working monitor plugged in directly (bypassing KVMs)?

Worst case is 'BGA-slip', the bridge-chips and/or onboard GPU has some broken solderings, typically happens to Laptops.
