4GB ram intel pentium E5400 2.7GHZ
SOURCE: 3.25 Gb usable Ram for 4Gb installed ram
This is often a strange thing. Sometimes it is related to your video card using part of the address space which makes part of your RAM unusable. Although I though 64 bit os's solved that problem. Sometimes it is related to the 1kb = 1024 bytes and not 1000 bytes.
The good part is you are not limited to 4Gb because you have a 64 bit os.
It is also really hard to tell how much memory is actually free because Windows 7 add another level of bull to things where it tries to preemptively load things into ram ahead of time.
4Gb is still a lot of ram so I wouldn't worry to much about it unless you are having problems. You will probably be stuck up against a CPU or I/O bottle neck before you run out of ram.
