It seems like you're having some serious optical drive issues there. Based on how you described the problem, I would think at the onset that there is somewhat of a 'conflict' in your OS' registry (if you're using Windows, that is). I recommend that you go and visit the site below from Microsoft :
MS Drive IssuesClicking "Run Now" will download the executable file. After completing the download, go ahead and run the application (making sure that all other applications are closed). What it does is it will clear any conflicts from the OS registry. After the procedure, restart your computer.
If this does not resolve this problem, then I would strongly suggest that you replace the optical drive in order to completely fix this issue.

Also indicate if the DVD is a movie or what the label says (e.g. DVD+R or DVD-RW, etc...)
