I've the user manual for your RCA RP 4803 clock radio. But I can't send it to you by this site, as this window does not allow me to upload PDF files by it. If you want to get it, you have to buy one amoung my services published by FiXya. According to FixYa new site, I can't upload any PDF files to customer, without Fixya's permission. There is a Lithium battery inside your clock to get a backup even the power is interrupted for a long time. This battery may last up to 3 years eventhough there is no power to the device. If this has gone weak, the backup fucntion will not be. so check this battery.
Just reset the device. It will make it work properly. To reset the clock after total memory loss; do the folloing.

[1] Connect the radio to your AC outlet and let the clock set itself.

[2] Depress the MONTH/DATE and TIME buttons together. The display will change
from 'Time'to 'Year'

While holding the MONTH/DATE and TIME buttons, press the SET + button
to set the display to the correct Year, then release the buttons
OK.

Can't solve it but the clock doesn't know the government changed when daylight ends.
