If you mean they are hanging below the carbs, these are carb overflow and breathers.
This would then mean your carbs are flooding and need a clean, and may also mean the fuel tap requires a rebuild, its a vacumn opperated tap, this means the fuel should not flow until the engine is running

Water filter keeps popping out

Too high of pressure I the water supply. The lines may have frozen up. If you can I would defrost the freezer and leave the water on and try to cycle it through until you get good water flow. Then throw the filter back in and see how it gos. Good luck

Gas lines are hanging down. What to use to keep them up?

The easiest thing to use is those plastic Zip ties. Anywhere you can find a hole under the car,you can stick one of those in and around the lines and pull them up into place. Or put 2 together and wrap around the frame. They come in different lengths and sizes at the auto parts store and they are quite cheap. Hope this helps.

Bike will not idle long pops on acceleration

Your bike has 4 carbs and they are not in sync with each other. This requires hooking a gauge to each carb individual and adjust till each one is exactly the same as the next. The imbalance can be from mis adjustment of just dirty carbs. You will also have balance problems if any cylinder gets lower compression.

Nice thing about the Roadliner, if a car does hit you, it'll probably bounce off with major damage.
