The RSO support department and the Service department have a tool called "One day Password Generator". If a customer has forgotten his password, the Serial number and the actual Date of the unit must be sent to RSO support. With this tool, they can give a one day password valid only on the Divar MR with that Serial number, and only for the day that Divar is set to. This program is NOT distributed to NSO's or customers.

I'm thinking this is a depth of field problem. The lens iris will be opening up fully at night reducing the depth of field the set focus point will then not be in the focus range.
Possible Solutions:
Use a ND filter in front of the camera during the day and refocus the camera this will ensure you are in the focus with the lens iris fully open. The WZ16 has an IR corrected lens so you should not be seeing focus shift problems.
Focus the camera at night.
