It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

I'm having a problem with my mitsubishi vs-70601.
Hi.
The clicking noise and the TV remaining in standby indicate the the unit is on protect mode.
This happens when an internal fault is detected.
Since there is no indication that the PSU is faulty, more parts must be tested. The Flyback transformer is commonly failing. If there is trace of burning, test and eventually replace the flyback.
Part number is # 334P246060 , here the part:
334P246060.

Disconnect all the cables from the TV then connect the power cord from the TV to different functional wall outlet to check if the TV is powering ON.
If the TV is not showing any sign of power then press and hold the power button on the TV for 30 seconds to discharge all the capacitors that may be causing the issue.
If the TV is not powering ON even after performing all the above steps then the capacitors on the power board are burnt out and requires to be replaced.

Your convergence ICs are bad STK392-110 you can get new ones for about 10.00 each. They are located on the left side of your chassis a large heat sink. They will need to be soldered in. Also check the resistors right next t the heat sink. Sometimes 1 or 2 of them go out along with the ICs.
