Where can i get a cheap circuit board for my VIZIO VT470M
There is no cheap boards. A particular model or TV will have the same type of board, and cost for it will be almost same to all spare part sites.

Vizio VT470M no picture, no sound, no backlight. Power supply board looks good all voltages appear correct.
Im having similar problem and with my limited knowledge of lcd tvs and the voltages ALL being good except the pwr on or sw on voltage from the main board to the power supply which tells it to switch everything on Im guessing that something is going wrong on the main board. In the condition where it freezes it (the power on V) which switches everything on i get varied voltages such as 2.5 or 3 or (the normal 5v) and then when nothing powers up (blank screen) i read 0v on pwr on voltage but all my other voltages are corect (24v to inverter, 12 v to main board, 5v, etc.) Im guessing from researching this is that there is in improper voltage somewhere in the main board circuit. I have been unable to find it so i may order another board and post back.

I am pleased you found my flash light test useful. You have a ballast or back light problem. Probably just the ballast unit, so well worth repairing as the expensive bit is OK.
Check the ballast unit before seeking lamps.

If half screen is affected it will be either a board (LCD and Plasma have different names) but in those one board drives each side of the screen unit--worst case is the display panel itself which is fatal from a cost point of view.

Vizio V705-H1 started having display issues. The background seems okay but words have tracers.
Check Connections:
Ensure that all cables connecting your TV to external devices (such as your cable box or gaming console) are securely plugged in. Loose connections can cause display anomalies.
Test Different Devices or Apps:
Try using other devices or apps with your TV to see if the issue persists. If the TV's menu looks fine but a specific device is causing trouble, that device might be the culprit.
Adjust Picture Settings:
Navigate to the picture settings by pressing the 'Menu' button on your remote.
Experiment with different picture modes. Sometimes a minor adjustment can resolve display problems.
Soft Power Cycle:
Unplug your TV from the power source.
Press and hold the power button on the TV for about 3-5 seconds (this helps drain any residual power).
Plug the TV back in and turn it on. Some TVs also have a 'Soft Power Cycle' option in their settings menu, so check there too.

The power supply/subwoofer for the VIZIO CA-27 series all-in-one PCs is identified by the part number 715G6960-P02-001-002S or ADTVE1825AC71. The power supply connects to the motherboard via a proprietary dual jack Audio/Power cable. I couldn't find specific voltage details for the subwoofer/power supply in the available resources. How to fix ghost pictures on my Vizio tv
A model would have been nice but not really needed in this case as this is a common easy fix, first off, unhook one ribbon connector going to the panel boards one at a time power the set up and see if you get a normal half picture, no ghosts, if you do the panel is defective and the set isn't fixable, I don't think this will be the case however, you have a bad tcon board, order a new one and replace it if you still get half a picture with the ghosting. Easy diagnosis and low cost fix with the correct advice. Try shopjimmy for the best chances of getting a working board, do NOT buy one from ebay
