They are torque to beaking point (torque to yield) and they are supposed to be replaced. They started that in 96 when GM realized they weren't selling enough parts along with the switch to plastic intake gaskets that leaked from day one. FWIW on a pre 96 the head bolts torqued to 65 ft lbs. The rockers don't torque, they provide the proper valve lash adjustment. Valve lash is zero.
