2006 3 with 58K miles you need to have the rotors re-surfaced or replaced. the vibration/shimmy is caused by warped rotors Solution 1 is correct. new or turned - resurfaced rotors will fix the problem

front wheel shimmy while braking. Had new set of rubbers installed & balanced. Front wheels still shimmy. If it is while applying the brakes its a good chance its your brake rotors.
