SOURCE: Can you please tell me the name of the exterior

All RV's are built using flexible sealant on there seams, and under window, and door flanges. Butyl Sealant Tape is the product of choice. Cheap, and easy to use, it will stand up to vibration, and metal expansion that all RV's experiance. Never use anything that is silicone on your rig. Silicone is very hard to clean off of RV's, and won't form a proper seal. Just as soon as the seam heats up, and expands, and shrinks again.. the seal will be broken, and moisture will again get under your seam. In short... Silicone was not made to use on RV's!
If you must use something that you can just squeeze out of a caulking gun then get some Pro-Flex RV. Even though you're not getting it under the joint like the factory did... it will do a pretty good job sealing off your joints.

Looking to locate the pressure control valve in my 2003 Jayco Heritage 21.6 caravan. Any suggestions please.

Typically, if it has a pressure regulator it will be built into the city water inlet. Most do not have a built-in pressure regulator.

Unscrew the Tail light lens, take the light bulbs out, Clean both Light Bulb and Socket, spray Light Bulb copper end and Sockets with WD40, Reinstall the light bulbs in proper orientation (Check to be sure the light bulbs are not rotated 180 degrees out of proper orientation), check proper function and reassemble the Tail light lens.

Other than this, I need more information, please.

How to remove the outer cover of the exterior light on a 2003 Jayco Freedom pop top caravan to replace the globe

Most RV outside lights are rectangle in shape and have a plastic cover. If your light is like as described, simply squeeze the sides of the plastic cover to release the inside molded ridge on the cover from behind the stationary ridge on the light fixture and pull away.

The units are slightly different as some of them have continuous ridges (squeeze center sides) and other just ridges close to the ends (squeeze toward end of sides).
To re-install just squeeze and insert back into position.

2016 Jayco Jay Flight 32 bhds. I can't get interior and exterior lights to work. How can I fix this problem? Or should I take it back to the dealer and not mess with it?

Vehicles under warrenty should always be taken to dealer. First if you muck it up then it's going to cost. They need to fix it and make it right and you can say "I didn't touch it or have anyone else touch it."
