do you have a wet or dry primary ? it sounds like your low on primary oil remember now your primary only holds one quart.

During this process the pressure is lowered and head is inserted to the material in order to make the water sublime. In this slow process, about 95 percent of the water is sublimed. Furthermore the temperature during the primary drying phase is around -50 Celsius.

the battery is rarely the primary problem when water is involved. unfortunately, when the water contacts the electronics and theyre on it fries everything and is generally irreparable. for future reference if you remove the battery when you get something wet, and let it dry overnight it is far more likely to work.
You can also stick it in a bag of rice to absorb the moisture.
unfortunately your camera is probably not going to make it if its not already turning on. :(

The 1983 came with the Shovelhead engine and the primary case was Harley's "dry" primary. Look to see if the hose on the bottom back side of the primary is still on it and it runs up to the engine behind the oil pump. If it is, it's the dry primary. Since people have so many problems with the dry primary, they often convert them to wet primaries. Doing so eliminates a lot of the hoses you see on the Shovelhead.

Rivera pro-clutch is the best clutch to buy. The initial cost hurts a little but you'll be very happy with the results. As far as oil or dry. I had oil and wished I had belt, only because the primary wasn't made to hold oil, so It leaked. No matter how much I tried it still leaked. If you go with oil you only need the oil to touch the teeth on the bottom of the basket. The oil will sling around more then you can imagine.

I would sstart by replaceing the gas valve coils they are located on the top of the gas vavle . they will weaken over time and will not stay energized to open the primary and secondary vavle
