Hi and welcome to FixYa,

Initially, inspect the burn colors of the sparkplugs. If they are very light in color, then it would indicate a lean mix

Offhand, a lean mix andsputtering would both indicate an air leak; too much air, too little fuel. Either or both could be caused by a torn or out of position air filter or the air box not properly sealed. Aftermarket free air breathers/filters such as those by K & N and/or non-stock exhaust could also cause this if the carbs were not re-jetted. In some instances, the needle height might require adjustment.

Good luck and thank you for asking FixYa.

I pluged oil tube

You mean the pvc hose? I gets rid of excess pressure in the crank cas, it usually vents into the air filter for reburnig, or in some cases into the atmosphere iirc, either way blocking this will increase crank case pressure and you might start see oil coming out of low pressure gaskets and leaking aroud the motor, which is not good, not to mention it could also start forcing oil down the valves too -

Get an oil filter breather and put that on, why did u do it? if alot of oil is coming out there you might have terribly worn ring creating alot of blow by.. which is not a really bad thing - but the oil is messy and possibly a hazard..
