Most commonly the battery is faulty.
Firstly you need to know the battery is capable of being charged by removing it from the bike and using a battery charger for the correct length of time and then after leaving to stand for a few hours check the terminal voltage.
Next you need to know a vehicle charging system is not designed or intended to recharge a battery but rather it is designed to keep a healthy fully charged battery fully charged.
You also need to know how long it takes to recharge a healthy battery. Divide the amp/hour battery capacity by the average rate of charge and that will give the time in hours it takes to fully charge a healthy battery from almost completely discharged. The answer is usually a lot longer than you think and the main reason is the average current is usually a lot less than you imagine.
An older but still serviceable battery takes longer to recharge and due to the higher impedance it is unlikely to accept charge from a vehicle charging system as readily.
When you know definitely the battery is ok and fully charged you should refit the battery to the vehicle and use a voltmeter to check the charging rate.
