When you cleaned the carb, did you remove ALL of the jets and make sure you can see light through them? Also, some pilot jets have holes on the sides that plug up and are almost invisible. Look closely, and spray carb cleaner through all passages and make sure it comes out somewhere else.

Sounds like a lean condition. Spark plug should be a tan brown. I would say the carb probably wasn't drained prior to storage and your main jet is gummed up. Gas deteriorates very quickly especially in vented containers like the float bowl of a carb. clean your carb for sure.
Blocked gas filter is most noticeable at HIGH SPEEDS.
If it looses power at only 3500 or so rpm's, most likely culprit is the throttle position sensor also known as TPS.
Does ur engine burn oil? Could be low compression, but unlikely. Could alsobe, but unlikely, the coil giving a weak spark.
Whats ur mileage and is it an automatic tranny or manual? Give more details please as to what ur car does, IE sputters, jerks, weird noises, engine revs high but car doesn't go faster, etc.
