rotate the engine until all the vaves in the cylinder are closed (maximum exit air pressure at the sparkplug hole) then: place a pencil or, wire in the sparkplug hole and,rotate the engine forwards and, or backwards until the wire is at it's highest point (about to start back down) this will be tdc. (top dead center)
Why is TTR 250 battery is draining when bike is not in use
Unhook your battery and fully charge it,take a volt reading wait about twenty four hours and take another reading if it hasn't dropped any then it's more than likely your stator there is another test you can do to check that if it's not the battery then let me know and l'll walk you through it.

Remove, dissemble and clean the carb. Check the rubber diaphragm for cracks, pinholes and poor seal at the gasket. Install a new spark plug, clean the air filter. The high idle is caused by a lean fuel mixture. Outside air is entering the mix. Look at the rubber "O" ring on the carb joint. Check for cracks and hardening of the ring. Your carb will have a plug or a hose at the front edge of the carb joint. Check the plug / hose and clip. Check for cracks in the plug / hose and hardening. Check the entire length of the hose if a hose is present. Please rate my answer. Thanks!

Go to your loca yamaha dealer or the closest one you can find and call them and asked them if they can cut you a key if you give them your motorcycle vin number, should be able to find it on your frame or one of your documents, also if that's not possible, then order a replacement ignition switch with the key, would not recommend the hot wire method, doesn't make a good or safe way to protect your battery from shorting out or burning up your starter or wiring, just my opinion, good luck, Rick

Your bike has a CV carb. It is designed to give a more gradual rate of acceleration. What would help out to improve low end acceleration is to move the jet needle circlip to a lower notch. This raises the clip thus allowing an earlier flow of fuel at low end. All ya gotta do is remove the carb cap and then move the clip. Some CV carbs do not have multiple clip grooves. If yours doesn't the only other thing would be to check the diaphragm (power valve) and replace it if it's not working. The clip change costs nothing, the new diaphragm does cost for the part.
