I have a 01 V Star Classic 1100. When I try to start it all it does is makes a whining noise so I replaced the starter and it does the same thing. I took the primary cover off and found that the starter is turning its gear and there is a gear that is next to it that it is turning and then there is a large gear that it is turning behind what i would guess is the flywheel but the flywheel is not turning.
This will most likely mean dropping the engine and splitting the case to get to all the parts involved. Do you have a shop manual for your bike and plenty of tools?

first you need to replace the battery with a new one. 2 years is about all you can expext from a battery that is not used every day. sounds like your starter motor is not engaging, this could be from low voltage. Try tapping the starter motor with something metal, gently with a small hammer, sometimes a stuck solonoid can cause this.
if the whining goes away with the more gas you give it, you deed to replace you cam chain tensioner. if the noise stays or gets worse when you give it gas, you need to replace the cam chain.
Why did you have new carbs installed? If the new ones have bigger throats, there might not be sufficient air velocity to pick up fuel when accelerated. The starter problem sounds like the over-running clutch on the starter shaft has oil on it or the chain from the starter to the engine is off/broken. The whine is due to the starter being unloaded and trying to self-destruct from over-revving.
