You said the battery is fully charged but is it any good. A battery with a shorted cell will show a full charge but will short out when you put a load on it dropping the voltage below 12 volts. I would suggest that you remove your battery and take it to an automotive parts house. They will usually load test your battery for no charge. If your battery is over two years old, you probably need a new one. Motorcycle batteries usually don't last much longer than two years due to the vibration they are subjected to. Make SURE you battery is good.
If this doesn't work, look at the end of the starter on the right hand side of your bike. There is a pentagon shaped plate on the end of the starter, actually it's the starter solenoid. Remove the three screws from the plate and remove the plate. There is a spring under the plate but it's not really strong. Inside the solenoid, you'll see a plunger with a round copper contact ring on it. You can pull this out. Now, look at the large copper contacts on either side of the solenoid. If they are badly burned, you may need to replace them. You can obtain a "rebuild kit" from most any "independent aftermarket shop". Your local Harley shop may order the parts for you as well. The kit consist of both the side contacts and the plunger. If this does not fix your starter, the starter motor itself may be bad.

I'm not too familiar with the later model bikes but if I were getting a clicking noise under the seat and the bike was not starting, I'd investigate the source of the noise. It's possible that it is a starter relay that engages the solenoid that is an integral part of the starter. Look at the starter from the right hand side of your bike. You'll see a single small wire that connects to the end of the starter just above the end plate of the solenoid. Disconnect this wire and connect a test light or volt meter to the wire. Turn on your ignition switch and press the start button. You should hear the click under the seat and see voltage at the end of that wire. If not, replace the relay, a plastic cube about an inch in dimension.

Try to reset the circuit breaker. also check for an earth fault on the starter motor .If this is not a circuit breaker and is a relay, you should make sure everything is ready for a start, (ie : in neutral, sidestand up and clutch in and that the battery is charged.) the neutral light being "on" doesn't mean it is in neutral. Put it in neutral and pull the clutch in. Kickstand up and Killswitch in
the normal position. Turning the key off and back on will reset the FI
Light. Make sure that battery is fully charged first. Low voltage might
not fire the injectors. Let us know how it goes.
