Use a wire brush to clean the battery terminals and the inside of the battery cables where they connect to the battery terminals. If that doesn't fix it, I suspect the problem is the negative connection from your battery to the car body/engine block. Follow the thick cable from the negative terminal of the battery to where it connects to engine block. Make sure you have a good clean metal to metal contact. Use an ohm meter to check to make sure this cable and connection is good. If the connection to the engine block is bad the hood light might still be able to work if it has a separate connection to the negative battery terminal.

I have full battery power but no power to my dash ignition lights when i turn key put have head lights and horn. on my 2008 chevy cobalt

Some cars have inline fuses in the battery cables and have multiple connections for components making one get power and others not. If all your fuses are good, the next thing to look at is the electrical part of the key switch. Usually there is the mechanical part with the tumbler, and the electrical part.

Nissan Altama Starter Relay electrical problems or a fuse?

Double check the battery positive connection wiring carefully as it commonly has connection problems when the battery is changed.

I have a 99 camry the went dead and i tried to jump it the horn blows good the head lights comes on but when i turn the key it says nothing the dash lights doesnt come on its like its not getting any power

There could be several reasons for your problem:
  1. Check your connections for tightness and corrosion. A corroded battery cable/post will diminish the current going to the dead battery.
  2. Check jumper connections
  3. Dead battery; the worse off the battery is, the more time it will take to charge the battery sufficiently enough to start the car; a completely dead battery with bad cells will never recharge sufficiently enough to hold a charge and start the car on a regular basis
Hope this answers your question. Best of luck.

2000 honda accord

Start with the simple first. Check the voltage in the battery. Some new batteries are not fully charged. Next, clean the battery cables. Make the connectors shine and put a little electrical grease on the connectors.
