95 Jeep Grand Cherokee will not start when wet

When it's been raining and then turns cold it will turn over but not start.

    changed the wires, so far so good. just have to wait for some damp weather to see if we need to do more. Thanks.

Check cap rotor wires and coil. likely one or more of these items is arcing and causing poor spark distribution.

    Great! Good idea is to wipe wires down with silicone spray on a clean rag about every six months. It keeps them a bit more waterproof, and helps the outer casings from deteriorating.

crank or camshaft sensor will cause this, a bad crank sensor will cause it not to start or start hard. it controls timing and sends info to pcm for proper fuel mixture and spark at the right time.
