Car was in long term storage causing gas to go bad. fuel tank drained, fuel lines flushed and carbs were disassembled and cleaned. when cranking the engine, fuel runs out of the carbs.
Sounds like the floats are stuck or not holding air.
The float works much like a toilet float. It has air inside and floats on top of the gas, shutting off the valve when the gas level is high enough.
Could also have dirt in the valve.
I know you said they were rebuilt but were they tested ?
You may have to take the carbs off and bench test them using gravity feed fuel lines.
