timing belt has nothing to do with changing the water pump and that engine should have a timing chain anyway.... assuming it is the serpentine belt:
there should be a belt tensioner. A pulley that is spring loaded and keeps the belt tight. It wouldn't have any grooves in it like the other pulleys. get a wrench on the center bolt and pull it clock-wise, put the belt on, then release. It is easier to do with two people. make sure you route the belt correctly.

You need to locate the tension pulley and by moving it with a wrench you will have enough slack to finish the job BE CAREFUL it can require a lot of power to release the tension
