On my 2001 Olds Intrigue, when I push the foot pedal down all the way to get into the passing gear, the car acts like it has a govenor on it. When it gets to 3500 RPM or higher, it justs lacks the power to go. I was tlod that the catalytic converter was probably getting plugged, thus bogging it down. Had it replaced, wasn't the solution. Then next I changed the fuel filter, and the wasn't the problem. What's my next choice.

Take the car to Autozone or similar business for a free scan of the engine computer even if the check engine light is not on. The retrieved codes provide clues to the trouble spots. Just shotgunning parts at the problem can get very expensive as you have already discovered. Hope this helps!

The modern A/T has 4shift methods.
Foot (passing) called detent TV kick down cable.
the shift lever.
the Vacuum modulator (load, = hills)
and tail shaft RPM (speed)
so seems like the MOD on the A/T is bad.

RPM goes up then down when slowing down

my 07 Tc does this also not sure why, but it helps me brake, could be that it is coming out of passing gear, and going back to last gear

2001 olds intrigue. When I roll down the back windows it is like an airplane is right above my car. It is so loud. But rolling down the front windows does nothing.

You will have to remove the DOOR trim and Lubricate the internal cables liberally with Penetrating oil. Intermittently to let the oil seep down the cable. Lube the window lower guides as well.

2001 Olds Alero will act **** when switching gears

My car does the same thing. I wondered that myself, I don't think that's what it is though, I don't think you have an issue with the transmission. Your car has TWO check engine lights, and with the Alero--if there is an issue with the transmission one of the lights will come on. I am not 100% positive of this, but I had a 1999 Bravada (Olds) and it did do that when I had a tranny issue.

I notice when I drive my 2001 Alero my right leg gets SORE from pushing the pedal so hard. I think it is age, not the transmission.

READ YOUR SERVICE MANUALS. I don't get why people ignore them, honestly they have a wealth of information in them...could have saved a lot of people lots of money when people started claiming their car wouldn't start when it was a security feature that is listed in the manual that came with the book.
