There very well may be one in the fuse/relay center either under the hood or inside the car near the floor or glove box. A relay may make a click sound when the switch is turned to the first position, but not make the lights come on, due to burned contacts inside the relay. Find another one that is the same type and switch it and see if they come on now. If they do, change the relay and your done. Otherwise you may have a poor light switch on the column.

I assume the fuse has power if the hazards work.
The third brake light skips the turn signal switch, the regular brake light circuit goes thru the turn signal switch.
Do you have power going into the turn signal switch on the red lite green wire from the brake switch ?

Turn signal,brake lights not working

I would check for voltage at the turn signal switch. The brake lights go thru the turn signal switch, except for the high mount light.

Subaru outback wagon tail light not working off

There are several components of your 1997 Subaru Outback that can cause your tail lights to stop functioning correctly. To help pinpoint the cause of the problem, it would be very helpful to also check your front marker lights. If the marker lights are working, then we know that the problem is not the headlamp switch or the tail and illumination relay (located in the fuse and relay box).

The components to check are:

> Fuse #23 (20 Amp) in the Main Fuse Box.
> Fuse #5 (10 Amp) in the Fuse and Relay Box
> Tail And Illumination Relay
> Headlamp Switch
