Depending on the make and model, it could be the control switch on the dash or the switch that moves the gears in the transfer case.

most likely the pulse vaccum hub solenoid. or a vaccum leak at the hubs

can not get the lights to come on or go into four wheel drive bought new four wheel drive switch for dash but didnt help

Are they vacum operated or you have to lock it in by hand.
