Always check that all frame ground and body ground wires are clean and well connected. Sounds to me like whoever replaced your fuel sending unit did not connect a ground to it very well. A single bad ground can make an electrical system backfeed and cause a lot of things to go haywire. I've seen this happen many times and re-connecting the ground wire after a good cleaning fixes it well.
SOURCE: 91 deville fuel gauge flashes "E"
It seems that you are low on fuel based on you saying 70 miles in the range gauge. If this problem does not happen with 3 gallons of fuel or more then it is normal. The range is calculated on your average MPG and gallons of fuel in the tank. When the car gets to around 2 gallons it does not chance miscalculating your miles to empty and leave you on the side of the road. At this point he tank will read "E" to let you know it is time to fuel up. The flashing "E" is simply cadillac's way to get your attention that you are in fact low on fuel and need to take action. Hope this helps.

check body fuse and interior lights fuse. If body fuse blows certain interior light STAY ON and kill the battery, therefore NO START snd s dsrk dash. Firrst we have charge the battery. Replace blown fuses. Now why did the fuse blow ? I found plenty of dimes in the cigarette lighter socket. Rear ones too. Hope it helps

You need to remove the tank and replace the fuel pump as the sending unit is part of the pump assembly.
