I have ran into this problem before the heater system flows around the thermostat keeping it closed . Check heater valve in closed position that the outward hose is cold. Honda engineers think that you do not need the thermostat to open during winter operation. This allows the car to get interior heat faster.
You likely have low coolant causing a large air pocket. This will cause the sensor to pick up the hot steam but the lack of flow through the heater core will not heat up the interior.

Sounds like you have coolant leak if you are loosing coolant or a bad thermostat. I would replace the thermostat, they run about $10. The other fan is an aux fan and will only run when the a/c unit is on.
overheating can be caused by stuck shut t-stat but u would have heat at-stat stuck open no overheating and no heat. a waterpump that the impeller broke or rotted of can cause your problem but rarly seen does your fan work or any leakage or low coolant can cause air pocket and overheating no heat. let me know and we go foward
please clarify. if its heat as interior air temperature, it shouldnt have anything to do with the actual engine componets and more something to do with your switches inside? If its heat as in the temperature of the engine, does the engine run because if it does, it has to create heat.
You may find that the thermostat at the outlet of the radiator, input to the engine block, has failed open or has been removed. Some people remove the thermostat to stop the car from overheating.
With the thermostat removed, the engine will run cooler and there will be no heat available for the blower as the water used in the system bypasses the engine block where it would be normally heated.
First off you have no heat most likely because you have no water. Did you bleed all air out of the line once you refilled it. the 3.1 has a bleeder screw to allow all air out. If that was not done you will be driving down the road and you will hit a air bubble that will cause your car to overheat!
