Did you clean your cables? Sounds like a bad connection if you have a new battery and starter. Make sure your ground connection from the battery to frame is clean and tight as well.
1st check the connections at the battery for corrosion, clean and make sure you have a tight connection. Bring the battery to a parts store, they will check it's condition for free. It may be bad, and all you need to do is replace it. If they find it's not charged fully, bad connections at cables or alternator may be to blame.
you have a bad ground wire connection find where your ground wires go into the frame and clean the connections on them the same thing happened to my 93 buik regal and i had it checked and thats all it was.
