Wipers won't go all the way up.

2000 Dodge Caravan. The wipers were damaged by ice/freezing to the windshield. Had wiper arms replaced. Then wipers wouldn't go all the way up and when they stop in the down position they bounce back up a few inches. Had the linkage replaced, same problem. Mechanic says he doesn't know what else to do. HELP !!!! I can't see in the rain !!

Probably stripped the little splines where wiper arm attaches to pivot. Flip the cover up where arm attaches to pivot, and tighten nuts on there, but be careful not to go too far, its not hard to snap the pivot stud if you tighten too much. make sure wipers are off, in park position, and move arms to where they should be, then tighten. See if you still get loud noise after. If you do, somethings wrong under cowl, in the linkages or motor. You may be able to see something with flashlight or troublelight.

There's a few things that could be wrong. The wiper motor may be turning but the gears inside of the wiper arms may be stripped. This will require replacing the wiper module with the motor and gears together (mechanic would be the best option).

Another possibility is that a nut came loose that holds the wiper motor output to the wiper arms, causing the wipers to not move.

The wiper blades might be the wrong size (too long). Or the arms might have to be removed and repositioned so they line up in the right spot at each end of their travel. If the wipers look like they're flopping about or going at different speeds right from left, then the linkage is broken and you'll need to buy a good used linkage from a wrecker.

There are no adjustments on the wipers. The arms come off to realign. Pop the wiper arm cap off with a very small flathead screwdriver theres a liitle opening slot to do this. Remove the nut. Pull wiper off straight, use pulley if needed. If the tenson is gone in the wiper arm replace. The springs go bad in the rear arm from dirt.

Using a small screwdriver remove the cap. Theres a slot to do this. Remove bolt holding down arm. If not able to remove by hand, use small puller.

hello, this sounds like your wiper transmission got out of alignment possibly due to ice on windsheild.don't really know.short of replacing you could loosen the nut under the cover and move wiper arm back possibly.

Front wipers stopped working but you can hear the motor run also

If the wipers were buried under snow/ice or frozen to the windshield, you may have blown the red 10 amp fuse located in cavity 9 in the fuse block located on the bottom left side of the instrument panel near the parking brake pedal.
In order of easiest to check:
1) ensure wipers not frozen to windshield.
2) ensure wiper arms are not loose on the pivot stud,
3) check the red 10 amp fuse.
You stated that "you can hear the motor". Which motor do you hear? The engine or the wiper motor?
If you hear the wiper motor, then the fuse is alright. Try 1) and 2) above.

Front windshiled wipers not working

The only thing left to try, other than replace the arms is, take those nuts right off & remove the arms. Take a small wire brush, or whatever you can find that will work and clean the splines on the pivots, and inside arms as much as possible, re-attach arms & tighten. If the metal is stripped away too much inside arm, they may have to be replaced, either from a wreckers, or new. There are some compounds out there that they say work, to add metal, but in my experience, they weren't all they were cracked up to be.
