Possibly just the circuit breaker. You might have high resistance somewhere, but try replacing the circuit breaker first.

Windshield wipers don't shut off and washers don't work

So that wipers park properly, the wipers have 2 power sources. One is from the dash switch to turn the wipers no and off, but the second is the parking power, which is always supposed to be on. The parking power is supposed to be shut off by a rotating cam inside of the wiper motor housing itself. If you don't want to take it out and fix it, you could always just pull the parking wire to the wipers, and then try to manually park them by shutting off the wipers at exactly the right time.

Why is my windshield wipers running in the off position, it's like they are running in the intermittent position, but it's in the off position.

When the windshield wiper / washer switch is turned to the OFF position while the wiper motor is somewhere in mid-cycle, the wiper motor module will continue to operate the wiper motor until the wipers reach the park position. If the ignition is turned off while the wipers are in mid-cycle, the wipers will stop immediately where they are. The wipers will park the next time the ignition is cycled to the ON position.

How do I fix a short in the windshield wiper line? I think that's the problem. Wipers won't work. Change fuse. Turn wipers on and fuse immediately burns out again. Went through four fuses, even trying...

First of all disconnect the motor before you change the fuse and then try it out. If the fuse blows out hten you have a fault in the line that goes through the harness. If you are not able to isolate the line cut off and use a new line to the motor. However if the fuse stays fine the it is confirmed that your motor is short. You will need to remove the wiper motor unit and check inside for a short in the motor winding or the cummutators. USe a ggood multimeter to see for short and if it has burned then you will need to replace or rewind as acordingly to the cost feasibility. If the motor was stuck due to a damaged spiral gear or the drive wheel replace and proceed. Hope you try this out one by one. Good day

Windshield wipers are broken.

Wiper motor rarely goes bad, and a second one going bad as well is extremely rare. What will burn out a motor is very high resistance to movement from the wiper assembly. Do the following: Take out the wiper motor, and move the wipers by hand to see if they are hard to move, or if the arms (rod mechanism) are rubbing against anything. Do this with the blades in normal position, resting against the windshield. Pour water unto windshield while testing it, to avoid scratches. One telltale sign for this condition, is the wipers going too slow before complete stoppage. Either that, or an electrical connection leading to the wiper motor, for that simply check that there is electricity in the wiper motor connector when wipers are activated.
