Check for B+ at the wiper fuse terminal, then check for voltage at the wiper motor. If your getting B+ at both of these locations then disconnect the electrical connector on the motor of wiper motor and jump the motor directly to the battery. If the wiper doesn't work you need a new motor. If B+ was not found at any of the other locations you have to back probe the wire to find the open.
Furthermore , you have to test the switch and the relay.
Use the shop manual to do this. Good luck

Windshield wipers work when fuse is in but won't turn off unless you remove the fuse. Won't pass inspection. Help!

Check the relay relay maybe latched on. See if there is an identical relay in the box and swap them if problem goes away replace relay.

Toyota deluxe 1991 2.2 L 4 cyl. wipers won't work- tried changing motor -no good. How do I test the circuits properly?

You probably lost the ground. I would check the connection with the switch on and don't forget to check the fuse. I would invest on a repair book for your Toyota. Check AutoZone parts store for one.

My windshileld wipers won't work, think it may be the a fuse? But do not know where to find the wind shield wipers fuses.

check your owners manual, most fords have two fuse panels one under the hood and one in the cabin, comminly the wiper fuse is located in the cabin panel. these are either behind the plastic panel by the passengers right foot or behind or under the glove box. the cover on the panel will probly list what fuse is what. good luck.

1983 chevy pick up wipers won't turn off

The wipers have a control module in the wiper motor. That is what is wrong. On that model you will have to replace the wiper motor . Good Luck
