When you turn the key on or off you get a popping noiseunder the dash on the passenger side. If you hit the max button on the air conditioner the noise goes away but will return as soon as you turn it back off. Any help would be appreciated.

The most common cause of this is that you have a stuck air temperature control blend door, this can be a motor actuator issue or a jammed door or both (common). To replace both parts you will need to completely remove the dash from the car to access the blend door.
The KIA Sportage needs the temp controller switch turned to the heat/defrost side AND you need to hit the Air Conditioner Condenser button on the dash that look similar to a recycle symbol. It is not the same as the switch next to it that is a recirculate cabin air symbol. The button you want, normally turn green when activated in combination with the fan being turned on.
if the air started to work only on a few settings then the problem is your blower motor resistor if it just stopped all of a sudden then the blower motor is bad but the first thing i would check is the fuse. always check fuses first if you find a bad fuse for it and it pops rite after you put it in and turn the heater on then replace the blower motor
I heard you can hit the unlock button onyour key to sometimes to reset this. It is most likely under the dash or behind the side panel on the passenger side. This the the wll where the pasengers feet will hit, and there may be a access hole to pop out. I hope this helps.
