My info says fuel pressure 55--62 psi. Yes, probably the fuel pump. Usually low pressure is a problem on the supply side. You can be thorough, check proper voltage and ground at fuel pump connector. Check inline fuel filter. I've checked inline fuel filters before where the fluid that ran out looked like dirty water. Don't take connections loose from inline fuel filter unless your sure, no pressure on the system.
You could block the return line, where applicable, momentarily, to see if pressure will go high. If not, it should be the pump.
This is usually somewhere between the tank and carb or fuel rail.mostly found inside engine bay on the fuel line pipe and easily visible.check the size before you buy and replace.
Ford had a small fuel filter up near ware the fuel line comes into the eighter the carb or fuel injector main on some fuel injucter engines . Im not sure what engine you have .But my ford use to give me a lot of problems with this filter until i cut into the fuel line and added a inline filter before it mine is an 85 . So look where the fuel line attaches to the fuel inlet its a 3 or 4 dollar part but its a vary fine mesh filter and clogs easy the older the vehicle is the more sediment you end up with in your tank .I did mine 10 years ago haven't had a problem sence Good luck
I have a 1981 F-150 that I bought new. The only fuel filters that I am aware of are downstream of the fuel pump inline and inline just before the carburetor there is a smaller one.

Under hood, passenger side, upper firewall, near strut tower, mounted in fuel line
Most inline filters screw on, but some of the newer ones use a special span connector. Check your filter...if there is not flat area to put on a wrench, there is a special tool (sells at most auto parts stores) that goes over the line and pushes into the connector to release the snap connector
The fuel filter should be located on the inside of left frame rail. It is an inline filter that may require a "quick disconnect tool" to remove. Bear in mind that the fuel line remains pressurized with the engine and key off, so take caution when removing the filter. As far as lowered fuel mileage is concerned, along with the suggestions from emissionwiz, you may try a tune up and or replacing the air filter. Hope this helps.
